BOS Adopts Construction
Stimulus Incentive Ordinance

            The Board of Supervisors at its August 11 meeting unanimously adopted an emergency ordinance geared to kick start the construction industry in Caroline County.

            The ordinance, which goes into effect immediately, will enable builders to defer payment of their availability fees up to 90 days or at the time the meter is set for water consumption.  This is an attempt to free-up cash for the builders to use on the front end of their projects and serve as a stimulus to start new residential and commercial construction.

            “I have had conversations with at least two builders who tell me things are really bad,” commented Board Chairman Wayne Acors of the Madison District.  “Don’t think for a minute that that the downturn has not hurt our people in Caroline County.”

            Availability fees for both water and sewer connections are $14,000 for the average residential builder, which are paid at the time the building permit is received.  Commercial fees are higher based on the size of the meter being installed.  The new ordinance would allow contractors to get their building permits and then pay the full amount up to 90 days.

            The Board has up to 60 days to put the emergency ordinance into effect permanently.  A public hearing is scheduled for its September 8 meeting.

            Other Board action included:

  • Approved payment from Undesignated Fund Balance the sum of $9,100 for repairs to the Ladysmith Fire ladder truck generator.


  • Received an update on the County’s GIS Project from Jamie Christianson of Worldview Solutions, the project consultant.


  • Adopted  six amendments to the zoning ordinance defining the standards for private roads.


  • Reviewed chapters three and four of the proposed 2030 Comprehensive Plan.


  • Supervisor Jeff Sili of the Bowling Green District indicated that Lt. Governor Bill Bolling will be at the Main Street Café in Bowling Green on Tuesday, August 18 to discuss economic development issues.
