A community pulls itself together through the local civic groups active in the area. Business leaders and individuals form and participate in various activities found through common interests. Caroline County is home to numerous civic groups. Below is the list of area groups which make Caroline a community to call home, for businesses and individuals.

The Caroline Junior Woman's Club of GFWC, Inc. (CJWC) is a civic and social organization of women from Caroline County and surrounding areas. CJWC supports the Caroline Community by giving both time and money to Caroline County's own Camp Easter Seals-Camp East, by supporting people and projects in need in the Caroline County community, by awarding the Joyce R. Goforth Scholarship once a year to a woman with ties to the Caroline Community who is pursuing an advanced degree and by participating in a variety of other worthy causes as time, funds and interest permit. CJWC is a member of the Lee District of GFWC Virginia and the General Federation of Women's Clubs, the oldest and largest international volunteer organization for women in the world. The Caroline Juniors hold a business meeting once a month from September to May and welcome new members at any meeting or club-related special event. - Classroom Head Start Program - Quin Rivers provides the Head Start program to forty, four year olds in the classroom setting. The program provides holistic services to parents and children including health/nutrition, social services, parent education, and classroom centered education. Participants must have special needs or have incomes below 100% of poverty to qualify.
- Home Based Head Start Program - Quin Rivers provides home based Head Start Services to 25 three year olds and their parents. This program helps parents engage in educational and developmental play with their children. Staff also assist parents in obtaining appropriate health and dental care for their children. As in regular Head Start, the family's receive an in depth needs assessment, and staff helps families set and achieve their goals.
- Community Outreach: Quinn Staff assist low income clients with emergency needs such as: emergency fuel, eviction prevention, clothing, etc. Citizens can receive help with minor home repairs, and water/wastewater problems. Staff have also helped communities organize and achieve goals around issues such as poor water quality.
- VA CARES: New in 1998, the Virginia CARES program helps formerly incarcerated individuals find employment, housing, and support to maintain a crime free life style. This service is also offered in Fredericksburg. The number to our Caroline Office is (804) 633-5318.

Veterans of Foreign Wars- The Veterans of Foreign Wars has a rich tradition in enhancing the lives of millions through its community service programs and special projects. From providing free phone cards to our nation's active-duty military personnel to raising money to assist our local National Guard members and their families during their deployment.
