Message from the County Administrator
February, 2010


This message is the second in 2010 to better update our citizens and visitors to the website. The information serves as a status report for ongoing projects, and also serves as a preview to different happenings that are in the planning stages.

County government offices will be closed Monday, February 15, in observance of President’s Day.

The Board of Supervisors will hold its only meeting this month on Tuesday, February 9 at 6 p.m. at the Community Services Center. I will present the FY 2011 Budget proposal at this meeting.

Personal property tax forms must be received by the Commissioner of the Revenue’s office by midnight Monday, February 1. A drop-off box is available at the front of the County Government offices for convenience.

The Caroline County Census Committee will hold a special kickoff event from 4-6 p.m. Tuesday, February 16 in the Food Lion parking lot in Bowling Green. Representatives from the national, state and local census effort will be on hand. The public is invited and food and beverages will be served.

A meeting of all stakeholders interested in the development of Victory Park will be held at 6:30 p.m. Monday, February 8 at the Community Services Center. Elisabeth Lardner of Lardner/Klein Landscape Architects has been retained to collect input and devise a draft for consideration by the committee and the Board of Supervisors.

County Staff and a select committee from the Public School Division will be meeting February 17 to continue discussions on ways to involve both entities in joint purchasing.

The Recreation Advisory Committee will meet at 10 a.m. Saturday, February 13 at the Community Services Center, and then will attend a youth basketball game immediately thereafter.

The Youth Task will meet at 4:30 p.m. Thursday, February 4 at the Community Services Center.

All county residents are encouraged to register for the Caroline Alert System. The system will notify residents of emergencies and other government news through their cell phones and desktop computers. This is a free service offered by the Board of Supervisors. Here is a capsule glance of other activities that will be happening in County government during the month of February:

  • The Parks and Recreation Department will continue its youth basketball program this month and is also accepting registrations for spring soccer. Contact the office at (804) 633-7277 for information on these programs and other offerings.


  • County staff and consultants continue to work on a proposal that will allow the County to withdraw water from the Rappahannock River in the future. The Department of Environmental Quality must grant its approval before water can be withdrawn.


  • Superintendent Greg Killough of the Public School Division will follow-up on a request from the January 12 meeting of the Board of Supervisors regarding unspent funds for school renovation.


  • The Board of Supervisors at its March 9 meeting will hold a public hearing on amendments to the TV Cable franchise ordinance.


  • The Board of Supervisors at its February 9 meeting will discuss the feasibility of returning unspent borrowed funds for a new fire station in Sparta to the bank to eliminate an annual debt payment.


  • A public hearing will be held at the March 23 meeting of the Board of Supervisors on amendments to the Animal Control ordinance.


  • The Board of Supervisors received a report at its January 26 meeting containing the results of a feasibility study for providing water to Caroline Pines. A financial analysis will be undertaken to estimate costs of the project.


  • Registration is underway for residents of the Dawn community who would like to sign-up for Phase II of the Dawn Wastewater Project.


  • The Board of Supervisors at its February 9 meeting will continue discussions on new routes instituted by the FRED transportation system.


  • Representatives from the George Washington Regional Commission will give a presentation on Land Use Planning at the February 9 meeting of the Board of Supervisors.


  • The Board of Supervisors at its February 9 meeting will continue discussions on a request to locate a motel on Golansville Road.


  • The Board of Supervisors at its February 9 meeting will receive recommendations on renewing medical and dentist insurance.


  • VDOT representatives are reviewing the application for the Port Royal Visitor’s Center. Bids have been received on the renovation and BOS approval will be sought in March.


  • AT&T is building a 300-foot communications tower in Chilesburg. Fire and Rescue equipment will be co-located on the tower.


  • General Assembly members Peace and McDougle are supporting a bill on behalf of Caroline County to be able to place liens on property of utility customers.
