Message from the County Administrator
September, 2007
Greetings in the month of September!
This is the ninth message in 2007 to better update our citizens and visitors to the website. The information serves as a status report for ongoing projects, and also serves as a preview to different happenings that are in the planning stages.
County government offices will be closed Monday, September 3 in observance of the Labor Day holiday. Offices will reopen at 8:30 a.m. Tuesday, September 4.
The Board of Supervisors will hold its regular meetings this month on Monday, September 10 and Tuesday, September 25 at 6 p.m. at the Community Services Center.
The Board of Supervisors will be riding around the County on Thursday, September 27 to review current projects. The Board members will start their tour at 8:30 a.m. and end at approximately 4 p.m.
The Board of Supervisors will join interested citizens on September 8 on the Courthouse Lawn for the first “Let’s Take a Walk and Join the Challenge” campaign coordinated by the Caroline County Health Alliance. The public is invited to register their daily walking activity and prizes will be given to persons and/or teams who walk the furthest and improve their health the most. Registration begins at 8:30 a.m. and will extend throughout the day.
Madison District Supervisor Wayne Acors will lead a group of residents from Lake Land ‘Or in attendance at a public hearing before the State Corporation Commission on Thursday, September 6 to oppose a proposed rate increase by Aqua of Virginia.
All county residents are encouraged to register for the new Caroline Alert System. The system will notify residents of emergencies and other government news through their cell phones and desktop computers. This is a free service offered by the Board of Supervisors. Caroline’s Promise will hold its 6th anniversary celebration from 6-9 p.m. Thursday, September 27 at the Community Services Center. The public is invited to attend.
A meeting to discuss issues regarding child care in Caroline County will be held at 6:30 p.m. Tuesday, September 18 at the Community Services Center. All owners of child care establishments have been invited to attend.
The “Pride of Ownership” Appliance Program has generated over $3,000 in appliances and cash contributions and many families are benefiting. To find out how you can donate a new or used appliance or make a cash contribution, contact the County Administrator’s office at pashcraft@co.caroline.va.us.
Here is a capsule glance of other activities that will be happening in County government during the month of September:
Please keep an eye out for children going back to school. Be patient with school busses as they stop to pick up and drop off children.
- The Parks and Recreation Department will conduct football and soccer this month. Contact the office at (804) 633-7277 for information on other program offerings.
- Citizens committees will continue their work this month on the development of sub-area plans for Dawn and revisions to the plan in Ladysmith.
- Carmel Christian Academy will open its new facility this month along Jericho Road. The building is designed to hold up to 400 students.
- Demolition of the old jail (not the historic jail located on the Courthouse Lawn) will begin this month. The space will be used for additional parking for court services and the public.
- Property acquisition is expected to be completed this month for the expansion of the Ladysmith Convenience Site.
- Remuda Ranch, located at the former site of Camp Easter Seal in Sparta, opened its facility with a ribbon cutting ceremony on August 28.
- Ms Alyson’s Daycare will build a second location at the site of Mark Simes’ office building along Route 639.
- Renovations to the Animal Shelter will be completed this month and the improvements will bring the facility into compliance with state regulations.
- Construction of the new Visitor’s Center along Route 207 will continue this month. The developer of Belmont contributed $1.1 million to help construct the facility, with the remainder of the funds coming from TEA 21 appropriations.
- Utility agreements with Hanover County and the State Fair of Virginia to supply water and sewer services to the State Fair of Virginia were approved by the Board of Supervisors at its August 28 meeting.
- Developers of Pendleton are now selling lots and housing construction is underway.
- Representatives of Quin Rivers are addressing Indoor Plumbing issues both in Dawn and throughout Caroline County.
- County staff and consultants continue to work on a proposal that will allow the County to withdraw water from the Rappahannock River in the future. The Department of Environmental Quality must grant its approval before water can be withdrawn.
- A lease agreement is being ironed out with the School Board to utilize the old Ladysmith library.
- A formal groundbreaking for a new youth park in Ladysmith Village will be held Saturday, October 6. The park will include shelters and ball fields for use by the entire County.
- Construction is underway on the new Ladysmith Elementary School.
- Construction is underway of a new skateboard park to be located at the County Park across from Caroline Middle School.
- Utility and site work are underway for Ladysmith Commons, a commercial and office development located along Route 1 north.
- Officials of the Rappahannock Community Services Board are building a new facility in Caroline County across from Caroline High School. The property was donated by the Board of Supervisors.
- Land has been cleared for a new office building along Route 639 beside Wright’s Chapel Methodist Church by developer Mark Simes.
- VSE Corporation has expanded its operation to Green Road to the former location of Alliance Tractor Trailer.
- Virginia Dominion Power announced in December its plans to expand its operation in Cedon later this year.
- A cost analysis and design of the new Sparta Fire Station will continue this month.
- The Board of Supervisors approved the purchase of the Union Bankshares building in Bowling Green at its June 26 meeting. Moseley Architects will begin final design of the floor plan for the offices which will include housing the Commissioner of the Revenue, Treasurer, County Administration and possibly the Registrar.
- A Tea 21 grant to fund landscaping improvements in and around the courthouse complex was announced in May by the Commonwealth Transportation Board. The improvements will improve safety for pedestrians walking between buildings and should provide additional parking.
- The Board of Supervisors approved a 19-lot subdivision request from Chase Green, LLC at its July 24 meeting. The subdivision will be located off Chase Street in Bowling Green.
- Virginia Broadband continues to serve new customers as they plan a new hookup to the County’s Water Tower near Caroline High School. In addition a second vendor, SkyWire, has entered into an agreement with Caroline Public Schools to provide faster internet service to the school system.
- A recent meeting by County staff with Boy Scout officials revealed the 2010 Jamboree will be held at Fort AP Hill July 29-August 8. This will be the 100-year celebration for the Jamboree.
- VDOT officials have unveiled that advertising for installation of turn lanes into Lake Land ‘Or will take place next spring. The project will be funded in part by Revenue Sharing dollars generated by developer proffers and matched by State funds.
- A committee appointed by Reedy District Supervisor Maxie Rozell has been meeting to plan the construction of a new branch library in Dawn. The facility will be part of the Caroline Library system. Partial funding for the project is included in this year’s Capital Improvement Program from development proffers.
- State Fair officials have offered property at Meadow Farm for the relocation of County Extension services from its current site at the Community Services Center. County staff is working with all parties to coordinate the project.
- State Fair officials, in accordance with their rezoning application, have proffered property for a Boat Landing. County staff is working with State Fair officials and the Department of Conservation and Recreation to begin design of the project.
- The Dawn Wastewater Project held its community celebration August 4 and homes are now connected to the system. Almost 200 homes will be served in the first phase of this project.
- The Board of Supervisors approved at a worksession on August 14 the design of the expansion of the wastewater plant at Polecat Creek to a maximum of 1.5 million gallons per day. Arcadis is expected to complete the design by next spring and construction bids will be let by next summer.
- The Public Works Department is coordinating the Assign-a-Highway Litter Program with cooperation from court services.
- The organizational meeting of the Youth Task Force was held August 23 and future meetings are scheduled
